Disreputable prosecutor Kostiantyn Kulyk is involved in another scandal concerning his questionable source of income. On the top of other official accusations of illicit enrichment, Kulyk continues to build and purchase various real estates. Based on the Journalistic investigation of "Nashi Groshi", it was revealed that prosecutor Kostiantyn Kulyk has illegally built an additional floor of several hundred square meters in the luxury residential complex Diplomat Hall in Kyiv. Average cost of one apartment in this building is $ 300,000. In addition, Kulyk family has two garages and one rooftop premises (88 m2). One of the apartments is recorded on Kulyk's cohabitant Irina Nemets. The paradox is that the construction took place during the investigation of his illicit enrichment starting back in 2016.
Journalists claim that inspectors from the Kyiv Regional State Administration stated in their report that the construction of additional 14th floor was overlooked.
In addition, neither the Department of State Architectural and Construction Control of Kyiv nor the State Architectural and Construction Inspectorate approved the construction of the "Kulyk's floor". The Unified Register of Documents does not contain information on the issuance of documents that entitle the object construction. The question arises, how did it happen that Kulyk managed to purchase a luxury apartment and build an additional floor on the well-respected salary as a prosecutor?
History throwback: Kostiantyn Kulyk was responsible for the official investigation of the criminal case against Ukrainian energy company Burisma where Hunter Biden was on the board of directors. The investigation involved 7-page dossier about corruption activities of Hunter Biden in Ukraine , that was eventually passed over to Rudy Guiliani office lawyers. Earlier, on October 23, Ukrainian prosecutors had to complete attesting to keep their jobs according to the reform the prosecution service. Kulyk did not show up for the first exam. On November 6, after the second stage of prosecutors' exams took place, there was no Kulyk name among those admitted to the next third stage.
There are many contradictory statements in the media in this regard. After the first stage it was said that Kulyk would be able to retake the exam as he was on a sick leave at the time of appraisal. But on the eve of the second stage, the information appeared that the Prosecutor General's Office has decided to dismiss Kostiantyn Kulyk by the end of 2019. However, there was no official statement from the GPU so far.
If so, the matter wears a strange complexion - why the prosecutor gave up so easily. He may probably aware that some other attractive position is saved for him or that he will remain in his post in any case.
Alternatively, Kulyk has decided not to roll the dice, since during the entire assessment period any individuals or legal entities may submit the information that can indicate that a prosecutor does not meet the competency criteria, professional ethics and integrity.
However, given the amount of corruption news about the prosecutor already available, the latter option is much more likely.
